PNG Government to Give 40,000+ Free PNG Land Titles to Ordinary Citizens!

As part of its promise to ease Papua New Guinea’s chronic land shortage the O’Neill government has announced a stunning plan to give away 2,000 free PNG land titles in every province of the country.

2014 was a positive year for potential PNG homeowners with the establishment of the First Home Ownership Loan Scheme (FHOS) to assist people to obtain a home loan at an attractive rate. Whilst the FHOS was a welcome initiative, the requirement that a borrower supply a land title as security for the loan has meant that many ordinary citizens have been unable to secure funding. Thus, as good as the FHOS is, it’s clear it was excluding a major portion of the population, in particular those families who did not own any land and, as a consequence, could not apply for a loan without being able to provide a security asset.

Free PNG Land Titles will be given to ordinary citizens

In 2015 the Government has identified the problem and has come up with a stunning solution that may change many lives and probably improve the economy and wealth of the country. According to the Planning Minister Charles Abel the Papua New Guinea Government will provide 2,000 free PNG land titles to citizens to build affordable houses in each of PNG’s provinces. The programme is aimed at working class people and not the wealthy. The pilot for this ambitious project will start in Port Moresby where Mr Abel says the government has identified land close to Jackson International Airport which the National Airport Corporation has committed to being made available. Following the Port Moresby pilot allocation, the city of Lae will have 2000 titles made available near the Nadzab airport.

Free PNG Land Titles will lead to Housing

The free land title allocation forms one part of a broader scheme where every single one of the 89 districts in the country would receive approximately K1 million to construct 10 houses for the local public servants. Mr. Able said, “We are giving every district K1 million to build public service housing.” The idea is to start the project first by providing housing for public servants. Once this has been completed, the next step will be to extend the project into the private sector. Mr. Abel, who serves as the chairman of the Ministerial Committee on Affordable Land and Housing, emphasized that the purpose of this initiative was to help average working class citizens and Papua New Guinea build homes. Its focus was not to give additional land to well-off individuals who are already homeowners and who can easily apply for a loan.

PNG Land Titles will secure citizens to access the First Home Ownership Scheme

Prime Minister Peter O’Neill has taken the first steps in getting this program up and running by depositing K200 million into the Bank of South Pacific to support the FHOS. The next step is to distribute the free PNG land titles to the population so that they can provide a security for receiving a loan and eventually build a house. Prime Minister O’Neill realizes that several steps must be followed to get the free PNG land titles into the hands of ordinary people. Once this has happened, ordinary citizens can go to the banks and secure a loan because they have their title as security. The project is expected to provide the citizens of Papua New Guinea the ability to purchase a home for K150,000 and repay the loan over 40 years with a very low rate of interest.

    “HOPE MY DREAM COME THRU”.

    My record serving IRC is 8yrs (1998-2004) and PNG Custom Services another 4yrs (2005-2009). To-date I am in this private firm “Agility Limited” in POM(2010-2015) and am still trying to own a residence/home but the very big problem is the land title to proceed with the banks. I have a defactor marriage with 5 kids (all girls) while working with IRC thus because of no housing in POM we went separate ways. Recently I got married again with two kids namely Noami (daughter) & Beejay (son) and don’t want the same problem again in my marriage. Hopefull my message to have a free title on these first home ownership scheme (FHOS) will be great opportunity for me. To be honest for 5 years now in POM I am still struggling, whilst I am a salary/wages earner, earning net K 1,500.00 (gross – K 2,660.00) and still desperate.     another free hand out scheme . I thought we supposed to be moving away from this and drive principles of hard work, commitment and self reliance, enterprising etc,,,,,govt needs to think a little more deeper on solutions for the housing crisis in major cities. The lack of state land and corruption/defunct in Lands Dept that does not allow ordinary citizens to apply for land. ( i bet 50% of Port Moresby resident do not know you cam apply for land portion for free). Govt has not been living up to its commitment since independence to inrease state land annually by 1% therefore Govt should use the K200m to purchase traditional land and expand all major cities. Just a band aid solutions. My views only.

    I am really happy about this initiative under taken by the current Government because I actually bought a customary land which is located behind NRI which I have not developed yet. However, I have partly fenced it and placed my brother and family to care take the area. I heard from a source from NHE (National Housing Estate) that they have taken the whole of that area which they will develop this year. I am actually happy about that news too because NHE’s development will allow all basic services to flow through. During the time of purchase the area was said to be a customary land but then because the guy from wreckers who is few meters away from me has a title to his area so I was planning to go Land Department to enquire about my area so I think this is a really good opportunity for me apply for the title through this scheme. Please advise if it’s possible for me apply for a free title and how should I go about it when the scheme comes into place.

    Please inform me of any information about the free land titles the government is offering. My wife and I are public servants with 4 yrs and 11 yrs and we still leave in rental accommodation in settlements and suburbs for years. We have two kids and we need more space for our kids. We have tried to get a housing loan through BSP bank but our offer was not approved or turned down maybe because we don’t have enough equity or security to secure the loan. Please I really need one.

    The idea is good but the selection of location has no future foresight. Jacksons AIrport and Nazab Airports are both are in the country’s two main cities. Come the time, air traffic increase and flights continues to midnight and early morning hours noise pollution will be a problem.

    I personally like the move by the current Government to help ordinary citizens of PNG to own a family home. First move, obtaining loan from bank, however not many succeed for some reasons, land titles, security 20% equity etc. etc……. Now another move again, to help people gain land title. Then how many ordinary citizens will succeed from this. How many people have been succeed with first move, loan obtaining so far. Then how many of us will succeed with current move. I assume every move must have beared fruits, at least some have to succeed. with the interest of obtaining something, unfortunates will be motivated to try some form of struggles to race with good salary earning class.
    I hope I will have something from this second move. If things will workout well and to my extreme of my effort . Our Good LORD above knows and sees the need of the poor and I leave it in the LORDS capable and good hands to assist.

    The idea is good but land is going to be the problem in the cities/towns. Now some landowners have come to understand what is good and what is bad.

    This may/may not workout for some because banks has got certain requirements that a customer has to meet and so if unsuccessful, bad luck.

    A very good idea but will it continue if new government comes in 2017………..?????????????????
